Si è svolta il 18 giugno, tra la Riviera di Levante dell’Appennino
Ligure ed il basso Appennino Emiliano, l’esercitazione SATER 02-19. La SATER 02-19 si differenzia
dalle precedenti edizioni in quanto, è stata prevista la ricerca di
escursionisti infortunati, simulando inoltre il recupero di persone bloccate in
zona ipogea (grotte) con intervento della squadra speleologica del CNSAS. Il Comando Operazioni Aeree (COA) dell’Aeronautica
Militare di Poggio Renatico (Ferrara), ha coordinato le operazioni di ricerca
svolte sia di giorno che di notte con gli speciali visori notturni NVG (Night
Vision Goggles). Inizialmente, era stata prevista l’attivazione della
postazione di comando e controllo, denominata PBA (Posto Base Avanzato) presso
un’aviosuperficie nell’entroterra ligure, il meteo avverso dei giorni
antecedenti ne ha reso impraticabile il sedime, dovendo di conseguenza essere
ospitata presso la SAGUARCOST (Servizio Aereo GUARdia COSTiera) di Luni-Sarzana
(La Spezia), sede del Comando Base Aeromobili del Corpo delle Capitanerie di
Porto che, insieme alle altre articolazioni della Guardia Costiera, garantisce
un servizio di allarme continuativo per la ricerca e il soccorso in mare e in
ambiente costiero. Oltre all’Aeronautica Militare, che ha partecipato con
un elicottero HH-139A (AW139)
del 85° Centro CSAR/15°Stormo di Pratica di Mare (Roma)
con il radio call-sign “Rescue-India-Lima-Zulu”, un PH-139B (AW139GC) della
locale 1ª Sezione Elicotteri della Guardia Costiera, radio call-sign Il coordinamento dell’intera operazione di ricerca terrestre
è stato affidato al Corpo Nazionale Soccorso Alpino e Speleologico della
regione Liguria assieme ad una compagine della regione Piemonte, con a
disposizione le seguenti risorse per le ricerche a terra : 10 Unità Radiomobili
per pianificazione e coordinamento, 10 Squadre composte da Tecnici, Personale
Sanitario e Cinofili. Il Centro Coordinamento Ricerche (CCR) del CNSAS
operava da un apposito automezzo, in concerto con quello del 1°Reparto Tecnico
Comunicazioni dell’Aeronautica Militare di Milano-Linate, il vero fulcro della
gestione di tutte le operazioni aeree della SATER, con il link alla sala
operativa del COA di Poggio Renatico. L’Aeronautica Militare, ha altresì fornito un
automezzo tattico per il rifornimento degli elicotteri ed uno antincendi. SCOPO
DELL’ESERCITAZIONE : Lo scopo principale dell’esercitazione è quello di
addestrare tutto il personale partecipante, al coordinamento e condotta di
un’operazione di ricerca e soccorso di sopravvissuti ad un incidente in
ambiente impervio ed
ipogeo, verificando nel contempo, la validità delle normative e procedure
vigenti con la costituzione di una Direzione Operazioni d’esercitazione
congiunta, attraverso la condivisione di un modello d’intervento che garantisca
una risposta operativa efficace ed efficiente. La SATER prevedeva tre eventi, due diurni ed uno
notturno effettuato con l’HH-139A del 15° Stormo : - Gruppo di escursionisti che percorre l’Alta Via dei
Monti Liguri, peggioramento condimeteo con dispersi. Si ringrazia per l’ospitalità ed il determinante

Informazione del 15°Stormo SAR di Cervia. | The
SATER exercise 02-19 took place on June 18, between the Eastern Riviera
of the Ligurian Apennines and the lower Apennines of Emilia. The SATER (Terrestrial Air Rescue ) is a training activity which involves Research and Rescue (S.A.R.) simulations in collaboration with the CNSAS (National Alpine Corp and Speleological Rescue Service) to refine the integration and operation of the various components called to compete. The exercise, interforce, is part of a training program of the Italian Air Force, aimed at verifying the ability to perform air rescue operations in the event of air accidents in a terrestrial environment. The SATER 02-19 differs from the previous editions in that the search for injured hikers was envisaged, also simulating the recovery of people trapped in the hypogean area (caves) with the intervention of the CNSAS speleological team. The Air Operations Command (COA) of the Military Aeronautics of Poggio Renatico (Ferrara), coordinated the research operations carried out both day and night with the special NVG ( Night Vision Goggles ). Initially, the activation of the command and control station, called PBA (Advanced Base Station) at an airfield in the Ligurian hinterland, had been envisaged, the adverse weather of the previous days made the site impractical, having to be housed at the SAGUARCOST (Air Service GUARdia COSTiera) of Luni-Sarzana (La Spezia), headquarters of the Aircraft Base Command of the Port Authority Corps which, together with the other branches of the Coast Guard, guarantees a continuous alarm service for search and rescue at sea and in a coastal environment. In addition to the Air Force, which participated with a helicopter HH-139A (AW139) of the 85th CSAR Center / 15th Wing of Pratica di Mare (Rome) with the radio call-sign "Rescue-India-Lima-Zulu”, a PH-139B (AW139GC) of the local 1st Guard Coast Helicopters Section, radio call sign "Rescue-India-Lima-Yankee", the Guardia di Finanza with an HH-412C (AB412HP) of the Pisa Air Section -S. Giusto, radio call-sign "Rescue-India-Lima-X Ray" and an OH-500A (NH500MC) of the Genoa-Sestri Aerial Section, radio call-sign "Rescue-India-Lima-Uniform", the latter supported on the ground by their team of the Alpine Rescue. The coordination of the entire terrestrial search operation was entrusted to the National Alpine and Speleological Rescue Corps of the Liguria region together with a team from the Piedmont region, with the following resources available for ground research: 10 Radiomobile Units for planning and coordination, 10 Teams composed of Technicians, Health Personnel and Rescue Dogs Unit. The Research Coordination Center (CCR) of the CNSAS operated from a special vehicle, in concert with that of the 1st Communications Technical Department of the Milan-Linate Air Force, the real fulcrum of the management of all SATER air operations, with the link to the operations room of the COA of Poggio Renatico. The Italian Air Force also provided a tactical vehicle for refueling helicopters and one for firefighting. PURPOSE OF THE EXERCISE: The main purpose of the exercise is to train all the participating personnel in the coordination and conduct of a search and rescue operation for survivors of an accident in a rough and hypogean environment, verifying at the same time the validity of the regulations and procedures in force with the establishment of a joint Operations Management Department, through the sharing of an intervention model that guarantees an effective and efficient operational response. SATER foresaw three events, two diurnal and one nocturnal, performed by the HH-139A of 15th Wing. - Group of excursionists who travel along the Alta Via dei Monti Liguri, worsening condimeteo with missing people. - Accident inside the Gambatesa Mine in Val Graveglia (Genoa) - Accident with hiker on the Monte di Portofino (Genoa), in the evening hours.
